Sebastian Milardo

D.C. Director

Sebastian Milardo joined STEP as D.C. Director in 2026, bringing more than twenty years of experience managing workforce development, adult education, and skills training programs with immigrant and working-class communities in the United States and abroad. He spent the bulk of his career at the United States Agency for International Development (USAID), directing livelihoods and training initiatives across the globe, including Haiti, Nigeria, Ethiopia, and Guatemala — building programs that linked government agencies, employers, and worker organizations around shared economic goals for low-income populations. Before USAID, he served as Director of Operations and International Programming at the Dreyfus Health Foundation, overseeing public health and education programs in more than 30 countries. Mr. Milardo also developed and taught English language curricula for working adults in Southeast Asia. He holds a Master of Science in International Affairs from The New School University and a Bachelor of Arts in Psychology from Boston College.
